Nuestro producto energ\u00e9tico est\u00e1ndar, Light Green, va camino de ser 95% libre de carbono para 2022. MCE tambi\u00e9n se ha comprometido a suministrar 50% de nuestra cartera de Adecuaci\u00f3n de Recursos (RA) con recursos no f\u00f3siles para 2030. La Adecuaci\u00f3n de Recursos limpia es importante porque ayuda a reducir la dependencia del Estado de los combustibles f\u00f3siles como medio principal para garantizar una red fiable, especialmente cuando el suministro de generaci\u00f3n limpia es limitado.<\/p>\n<h2>\u00bfQu\u00e9 es la adecuaci\u00f3n de recursos y por qu\u00e9 la necesitamos?<\/h2>\n<p>Todos los proveedores de electricidad de California est\u00e1n obligados a disponer de una capacidad de reserva adicional en caso de que la red necesite m\u00e1s electricidad de la prevista. Los reguladores y los proveedores del sector energ\u00e9tico suelen denominar a esta capacidad de reserva \"adecuaci\u00f3n de recursos\". Las normas que regulan esta capacidad de reserva fueron creadas por la Comisi\u00f3n de Servicios P\u00fablicos de California (CPUC) en respuesta a la crisis energ\u00e9tica de finales de los noventa. Los proveedores de electricidad como MCE deben demostrar que adquieren capacidad suficiente para cubrir al menos 115% de la carga el\u00e9ctrica m\u00e1xima prevista para garantizar la fiabilidad de la red y la disponibilidad de energ\u00eda.<\/p>\n<p>Tradicionalmente, las necesidades de capacidad de reserva se han cubierto con centrales de gas. Aunque estas instalaciones tienen una fuente de combustible a la que se puede recurrir para producir energ\u00eda cuando sea necesario, pueden tardar hasta una hora o m\u00e1s en entrar en funcionamiento, son intensivas en emisiones y no muy eficientes energ\u00e9ticamente. La MCE se ha comprometido a encontrar otras formas de ofrecer de forma fiable recursos energ\u00e9ticos limpios que puedan proporcionar atributos de fiabilidad de subida y bajada r\u00e1pidas, pero que sean menos intensivos en carbono y emisiones.<\/p>\n<h2>Proyecto Wellhead de la MCE<\/h2>\n<p>El proyecto Wellhead de MCE lidera la transici\u00f3n hacia una capacidad de reserva limpia. En 2019, MCE firm\u00f3 un acuerdo de AR de 11 a\u00f1os con Wellhead Power Exchange por 48 megavatios de capacidad mensual. Aunque actualmente opera como una instalaci\u00f3n tradicional de gas, este proyecto har\u00e1 la transici\u00f3n a una tecnolog\u00eda hibridizada que combina el gas natural con una bater\u00eda de iones de litio, reduciendo las emisiones de GEI hasta 60%, y reduciendo el uso de agua al tiempo que aumenta la eficiencia general de la instalaci\u00f3n y la capacidad de respuesta.  La bater\u00eda puede permitir a la central responder instant\u00e1neamente a cualquier necesidad de la red, sin tener que entrar en funcionamiento a menos que exista una necesidad persistente.<\/p>\n<p>Esta instalaci\u00f3n se encuentra en el \u00c1rea de Capacidad Local de Fresno, en California, que registra una de las peores calidades del aire del estado. El proyecto MCE Wellhead proporcionar\u00e1 capacidad energ\u00e9tica limpia a la regi\u00f3n, reduciendo la necesidad de generaci\u00f3n con combustibles f\u00f3siles, las emisiones de GEI y la contaminaci\u00f3n atmosf\u00e9rica asociada.<\/p>\n<h2>Mirando al futuro: Proyectos futuros<\/h2>\n<p>El 6 de abril de 2020, la MCE emiti\u00f3 nuestra primera Solicitud de Oferta de Adecuaci\u00f3n de Recursos Limpios (RFO) para proveedores que ofrecen tecnolog\u00edas creativas y no tradicionales, como la generaci\u00f3n alimentada por hidr\u00f3geno, las pilas de combustible de hidr\u00f3geno verde y las tecnolog\u00edas de gas natural renovable. En la actualidad, la MCE est\u00e1 evaluando las distintas tecnolog\u00edas, haciendo hincapi\u00e9 en la combinaci\u00f3n de proyectos renovables con tecnolog\u00edas innovadoras, sin dejar de reducir las emisiones de gases de efecto invernadero, aumentar la fiabilidad de la red y seguir desarrollando los recursos comunitarios para apoyar el crecimiento econ\u00f3mico y el empleo en el sector de las energ\u00edas limpias.<\/p>\n<p>Adem\u00e1s, en octubre de 2020, la MCE public\u00f3 una RFO conjunta de almacenamiento de larga duraci\u00f3n con otros siete programas de elecci\u00f3n comunitaria, buscando hasta 500 megavatios de almacenamiento capaz de proporcionar capacidad energ\u00e9tica completa a la red durante 8 horas; actualmente, las bater\u00edas de 4 horas de duraci\u00f3n constituyen la mayor parte de la adquisici\u00f3n de almacenamiento de energ\u00eda en bater\u00edas. Esta RFO colectiva se public\u00f3 en respuesta a los comentarios de la CPUC sobre la necesidad de opciones de almacenamiento de mayor duraci\u00f3n para 2026 y representa el mayor esfuerzo de contrataci\u00f3n individual en California para el almacenamiento de energ\u00eda de larga duraci\u00f3n. Almacenar el exceso de energ\u00eda renovable y despacharla cuando sea necesario aumentar\u00e1 la flexibilidad de la red y reducir\u00e1 la necesidad de generaci\u00f3n f\u00f3sil.<\/p>\n<h2>Pasar a la acci\u00f3n<\/h2>\n<p>Adem\u00e1s de los proyectos que ya estamos explorando, el Plan de Recursos Integrados anual de la MCE se ha comprometido a adquirir 585 megavatios de capacidad de almacenamiento para 2030, de los cuales se espera que 300 megavatios se combinen con proyectos de energ\u00eda renovable. Este compromiso permitir\u00e1 a la MCE aprovechar mejor la energ\u00eda renovable almacenando el excedente solar durante el d\u00eda y envi\u00e1ndolo a la red cuando se necesite energ\u00eda, desplazando a la obsoleta generaci\u00f3n con combustibles f\u00f3siles.<\/p>\n<p>Como parte de la California Clean Resource Adequacy Coalition, MCE firm\u00f3 una carta dirigida a Chris Holden, presidente del Comit\u00e9 de Servicios P\u00fablicos y Energ\u00eda de la Asamblea, en octubre de 2020. Esta carta esbozaba varios pasos inmediatos para que los reguladores estatales aumenten los recursos limpios que apoyan la fiabilidad de la red.
