Meet Our Team

As CEO, Dawn is responsible for the vision, strategy, and leadership of MCE. Dawn began coordinating efforts to explore and launch MCE in 2004. Under her watch, MCE has launched service to more than 1.5 million residents and businesses in 38 member communities across four Bay Area counties: Contra Costa, Marin, Napa, and Solano. MCE has also entered into power supply agreements that have doubled the amount of renewable energy purchased for customers, exceeded State renewable energy portfolio standards, and achieved substantial greenhouse gas reductions to help communities reach State Assembly Bill 32 targets. She also helped launch and serves on the Board of the California Community Choice Association (CalCCA), which includes 25 member CCAs across California.

Dawn has more than 30 years of experience developing and managing renewable energy and energy efficiency programs while working for leading public agencies in the field. Previously, she managed energy and sustainability initiatives for the County of Marin, served as the Executive Director for Sustainable North Bay, and worked as a labor and environmental justice organizer in Los Angeles.

Dawn has been a guest lecturer at UC Berkeley, UC Davis, the American Planning Association, and the U.S. Environmental Protection Agency. She has also received awards from the U.S. Environmental Protection Agency, the Power Association of Northern California, and the U.S. Department of Energy.

Vicken is a compassionate leader that works with all staff, the Board, and external entities to achieve a greenhouse gas free/green portfolio. Vicken establishes policies to take MCE to the next level of strategic growth on a firm financial footing. Vicken’s career spans over 38 years in the energy industry. Before joining MCE, Vicken’s previous work at CAISO, SMUD, NCPA, IID and CDWR included finance, procurement, building and operating power plants and transmission lines, developing markets, and reliably operating balancing authorities. Vicken participated in the development of AB1890 that created the CAISO, and was an elected trustee at NERC representing Load Serving Entities in North America.

Outside of the office: Vicken enjoys life with his wife of over 40 years, and 2 daughters. He enjoys racing, traveling, hiking, and authentic foods. Additionally, Vicken enjoys mentoring young adults about life, learning and finances.

Jamie fosters cross-departmental collaboration, interfaces closely with the Board of Directors, and guides MCE’s customer-facing leadership team including Public Affairs, Customer Programs, Customer Operations, and Strategic Initiatives. Jamie began supporting efforts to form and launch MCE in 2007. With nearly 20 years in sustainability and energy, Jamie has worked at County of Marin, City of San Luis Obispo, CalCCA, and as MCE’s Director of Public Affairs and Strategic Initiatives. She holds a BA in City and Regional Planning from Cal Poly. Outside of the office: Petaluma native and seasoned traveler, Jamie is now a proud mom and aspiring homesteader.
