What MCE’s Rate Decrease Means for You

MCE is taking action to support customers with a 14% reduction in electricity generation rates, effective April 1. This change is designed to provide meaningful bill relief while continuing to deliver clean, renewable energy to our communities. 

What’s Changing

MCE supplies the generation portion of your electricity, which represents about 30% of the cost on your total bill. With this rate reduction, customers will see lower costs on MCE’s portion of their bill starting in April.

Amounts shown are based on a typical residential customer using 438 kWh per month on the E-TOU-C rate. Actual costs will vary depending on usage and rate.

This 14% rate reduction along with a temporary $0.0062 per kilowatt hour bill credit through the end of 2026 is lowering MCE’s generation costs by an average of $12 a month for residential customers and $30 a month for commercial customers. Understanding Your Bill

Your electricity bill has two main components:

  • Generation (MCE) – the cost of producing your electricity
  • Delivery (PG&E) – the cost of maintaining poles, wires, and infrastructure

Even with MCE’s rate reduction, your total bill may still be higher compared to PG&E bundled customers (customers who receive both delivery and generation services from PG&E) due primarily to PG&E’s exit fees.

 

What is the PG&E Exit Fee

PG&E charges MCE customers an exit fee, called the Power Charge Indifference Adjustment (PCIA). This monthly per kilowatt hour fee compensates PG&E for contracts they entered into on behalf of customers prior to them departing for MCE service.

In 2026, the California Public Utilities Commission granted PG&E the ability to increase their PCIA charges to make up for the previous two years of under collections. Essentially, PG&E has been undercharging customers on the PCIA the last two years and is now able to make up that balance in full in 2026. That results in a much higher exit fee than customers typically see.

It’s expected that the PCIA will go back to more typical levels in 2027 and MCE customer total bill costs will drop significantly.

 

MCE Cares Credit

Along with the rate reduction MCE’s Board of Directors approved an additional $10 million in funding for the MCE Cares Credit, a bill relief program to support low-income residents and small businesses. 

Customers on the CARE and FERA programs are now eligible for a $20 monthly bill credit and qualifying small businesses can receive $25 a month.
