Advancing Equity-Based Electric Transportation
MCE, Contra Costa Transportation Authority, and other community partners are working together to support California’s ambitious clean transportation and emission reduction goals. The Charge Up Contra Costa Program provides:
- Residents with access to EV carsharing and E-bike rebates
- Workplaces and multifamily properties with EV charging station rebates
- Contractors with educational courses on EV maintenance and repair as well as installation and maintenance of EV charging stations
EV Carsharing
EV carsharing is an affordable and accessible alternative to owning an EV by offering the use of EVs on an as-needed basis with insurance, fuel, and maintenance included. Charge Up Contra Costa is partnering with Mobility Development and the Richmond Community Foundation to create new EV carsharing opportunities in Richmond through Míocar, an EV carsharing service that provides 24/7 access to vehicles on an hourly or daily basis.
Eligibility and How to Connect:
Richmond residents can access a network of EVs throughout the city through Míocar’s membership-based carsharing service. As a member, you can book a car online or by downloading the Míocar smartphone app from the Apple App Store or Google Play Store.

E-Bikes
E-bikes are an environmentally friendly alternative to driving a car and were the most popular electric vehicle sold in the U.S. last year. E-bikes are not only fun and easy to ride but also help reduce traffic and air pollution and are inexpensive to own and operate. Charge Up Contra Costa offers rebates to make purchasing an e-bike more affordable.
Eligibility and How to Connect:
Residents 18+ years – who live in Concord’s Monument Corridor, Richmond, Pittsburg or Bay Point and meet the qualifying annual household income – are eligible for a $500 rebate when purchasing a new e-bike.

Workforce Development
The electric transportation sector is one California’s fastest growing job markets. Charge Up Contra Costa provides contractors with workforce development opportunities to work with EVs and EV charging stations. These offerings are provided in partnership with the City of Richmond, RichmondBUILD, City of Pittsburg, and Future Build.
Eligibility and How to Connect:
Richmond residents: RichmondBUILD provides classes in the installation, repair, and maintenance of EV charging stations. Interested applicants may sign up at the RichmondWORKS’ One Stop Center, located at 330 – 25th Street, Richmond CA 94804. For more information, contact RichmondBUILD at (510) 621-1780.
Pittsburg residents: Future Build provides classes in the repair and maintenance of EVs. With a curriculum aimed at expanding the knowledge base of current automobile mechanics to include basic electricity, computer control technology, electrical and electronic system technology, and charging stations, this program provides career-enhancing opportunities while meeting the regional needs of expanding EV markets. EV Charging Stations
On-site EV charging is an attractive benefit and retention tool for employees and tenants. EV sales are on the rise, and commuters are six times more likely to drive an EV if their workplace or residence offers charging. You can offset ongoing costs by charging users, and eligible charging stations can participate in the low carbon fuel standard program to monetize the use of charging stations.
MCE is leading EV charging station initiatives for Charge Up Contra Costa. Offerings include free technical assistance and charging station rebates to help save significantly on hardware and installation costs.
Eligibility and How to Connect:
MCE customers in multifamily properties and workplaces in eligible zip codes can receive free technical assistance and rebates up to $5,500 per Level 2 charging port.
