Medical Baseline Allowance

Support for people who depend on power for qualifying medical needs​

The Medical Baseline Allowance provides eligible customers with additional gas and electricity at the lowest available rate, plus notification in the event of a Public Safety Power Shutoff (PSPS).

Who’s Eligible

Anyone with qualifying medical needs can receive a “baseline” rate, typically up to 500 kWh of electricity and 25 therms of gas monthly, depending on need. This rate avoids the increased charges of higher, tiered rates.

To qualify, a full-time resident in your household must have a qualifying medical condition and/or require use of a qualifying medical device to treat ongoing medical conditions. Only one application is required per household. Income levels do not affect eligibility.

You must reapply every other year with a medical practitioner’s signature unless the initial enrollment was certified as permanent.

Qualifying Medical Equipment

Any medical device used in the home to sustain life or that’s relied upon for mobility (as determined by a licensed doctor). These include, but aren’t limited to:

  • Aerosol tent
  • Air mattress/hospital bed
  • Apnea monitor
  • Breather machine (IPPB)
  • Compressor/concentrator
  • Dialysis machine
  • Electronic nerve stimulator
  • Electrostatic nebulizer
  • Hemodialysis machine
  • Infusion pump
  • Inhalation pulmonary pressure
  • Iron lung
  • Left ventricular assist device (LVAD)
  • Motorized wheelchair/scooter
  • Oxygen generator
  • Pressure pad
  • Pressure pump
  • Pulse oximeter/monitor
  • Respirator (all types)
  • Suction machine
  • Total artificial heart (TAH-t)
  • Ultrasonic nebulizer
  • Vest/airway clearance system

Qualifying Medical Conditions

These include, but aren’t limited to:

  • Asthma and/or sleep apnea
  • Life-threatening illness or compromised immune system. Requires heating and/or cooling to sustain life or prevent medical deterioration
  • Multiple sclerosis with heating and/or cooling needs
  • Paraplegic, hemiplegic, or quadriplegic condition
  • Scleroderma with heating needs

Vulnerable Customer Status​

Support for people put at risk by disconnection

Customers whose health or safety would be compromised if their electricity or gas service were disconnected can self-certify for PG&E’s Vulnerable Customer Status. Types of support may include:
